The Department of Agrarian Reform

Department of Agrarian Reform is the lead implementing agency of Comprehensive Agrarian Reform Program (CARP). It undertakes land tenure improvement and development of program beneficiaries. DAR conducts land survey in resettlement areas. It undertakes land acquisition and distribution and land management studies. The DAR also orchestrates the delivery of support services to farmer-beneficiaries and promotes the development of viable agrarian reform communities.

DOLE is mandated to promote gainful employment opportunities, develop human resources, protect workers and promote their welfare, and maintain industrial peace.

Programs and Projects
The DOLE has adopted as its unifying program theme the promotion of Employment. Under Chapter 9 (Labor) of the Medium-Term Philippine Development Plan 2004-2010, the Department adopted four major strategies:
  • Support for Employment Generation (Promotion of Employment and Manpower Development)
  • Employment Facilitation (Promotion of Employment & Manpower Development)
  • Employment Preservation (Maintenance of Industrial Peace)
  • Employment Enhancement (Workers Protection and Welfare)

The General Administration and Support Services program of the DOLE backstop all of the above strategies.

Support for Employment Generation

While the DOLE recognizes that the private sector is the primary engine of economic growth and that other government agencies that promote development through investments and infrastructure are the more significant employment generators, the DOLE still contributes in this area by providing bridging or transition opportunities, especially to the vulnerable sectors, to help them graduate into more productive, remunerative, secured or more formal employment or livelihood.

In mammoth organizations - corporations, conglomerates, multi-nationals, governments-the indispensability of a central finance office to manage and mobilize resources is a truism. Without logistics and financial support "when needed, where needed", operations would be paralyzed in no time.

That the birth of the Department of Finance predated that of the Philippine Republic is testimony to its importance. Founded on 24 April 1897 by the Philippine Revolutionary Government, the DOF has undergone various structural and functional overhauls, but has nonetheless remained a key department. Today, the critical tasks of revenue generation, resource mobilization and fiscal management rest on the shoulder of the Department of Finance.

The government must provide the citizenry with infrastructure, education, health and other basic services; and the DOF must be ready with the funds for them. Likewise, the DOF must steer fiscal programs toward an investment-friendly environment, which is the catalyst for growth.

Mission

Our economy must be one of the most dynamic and active in the world, globally competative and onward looking. The DOF shall take the lead in providing a solid foundation for the achievement of this objective, by building a strong fiscal position, through the following:

  • formulation, institutionalization and administration of sound fiscal policies;
  • improvement of tax collection efficiency;
  • mobilization of adequate resources on most advantegeous terms to meet budgetary requirements;
  • sound management of public sector debt;
  • and initiation and implementation of structural and policy reforms.

"Instant Messenging"

Skype (IPA: [skaɪp]) is software that allows users to make telephone calls over the Internet. Calls to other users of the service and to free-of-charge numbers are free, while calls to other landlines and mobile phones can be made for a fee. Additional features include instant messaging, file transfer and video conferencing.

The system was created by entrepreneurs Niklas Zennström, Janus Friis, and a team of software developers based in Tallinn, Estonia.[1] The Skype Group has its headquarters in Luxembourg, with offices in London, Tallinn, Tartu, Stockholm, Prague,[2] and San Jose.

Skype has experienced rapid growth in popular usage since the launch of its services. The company was acquired by eBay in September 2005 for $2.6 billion.

Reaction:

Skype uses a proprietary Internet telephony (VoIP) network, called the Skype protocol. The protocol has not been made publicly available by Skype and official applications using the protocol are proprietary and closed-source. The main difference between Skype and standard VoIP clients is that Skype operates on a peer-to-peer model (originally based on the Kazaa[65]) rather than the more usual client-server model. The Skype user directory is entirely decentralized and distributed among the nodes of the network—i.e., users' computers—which allows the network to scale very easily to large sizes (currently about 240 million users)[66] without a complex centralized infrastructure costly to the Skype Group. The disadvantage of this approach is that Skype offers no interoperability with SIP-based VOIP networks.

Reaction:Unlike most instant messaging protocols, XMPP is an open standard. AOL Instant Messenger (AIM) is an instant messaging and presence computer program which uses the proprietary OSCAR instant messaging protocol and the TOC protocol to allow registered users to communicate in real time. Reaction:

AIM is different from other clients such as Yahoo Messenger in that it does not require approval from one buddy to be added to another's buddy list. As a result, it is possible for users to keep other unsuspecting users on their buddy list to see when they are online, read their status and away messages, and read their profiles. However, one can block another user from communicating and also enhance privacy by selecting a menu option allowing communication only with those on one's buddy list.














"Social Networking"

Facebook is a free-access social networking website that is operated and privately owned by Facebook, Inc.[1] Users can join networks organized by city, workplace, school, and region to connect and interact with other people. People can also add friends and send them messages, and update their personal profiles to notify friends about themselves. The website's name refers to the paper facebooks depicting members of a campus community that some US colleges and preparatory schools give to incoming students, faculty, and staff as a way to get to know other people on campus.

MySpace is a social networking website with an interactive, user-submitted network of friends, personal profiles, blogs, groups, photos, music, and videos for teenagers and adults internationally. Its headquarters are in Beverly Hills, California, USA,[1] where it shares an office building with its immediate owner, Fox Interactive Media; which is owned by News Corporation, which has its headquarters in New York City. In June 2006, MySpace was the most popular social networking site in the United States.[2] According to comScore, MySpace was overtaken internationally by main competitor Facebook in April 2008, based on monthly unique visitors.[3][4] The company employs 300 staff[5] and does not disclose revenues or profits separately from News Corporation. The 100 millionth account was created on August 6, 2006[6] in the Netherlands[7] and the site counted approximately 106 million accounts on September 8, 2006,[8]

Reaction:
MySpace has redesigned many of the features of its site in both layout and in function. One of the first functions to be redesigned was the user home page, and new features such as status updates, applications, and subscriptions were added to catch up with Facebook's cutting-edge elements. In 2008, the MySpace homepage was redesigned into a simpler and friendlier layout, and more aesthetically pleasing to the eye as well. MySpace Music was recreated in fall of 2008 along with an updated version of the MySpace profile. More updates might take places in 2009 to create a completely upgraded MySpace.com for the next decade.

SixDegrees.com was a social network service website that lasted from 1997 to 2001 and was based on the Web of Contacts model of social networking. It was named after the six degrees of separation concept and allowed users to list friends, family members and acquaintances both on the site and externally; external contacts were invited to join the site. Users could send messages and post bulletin board items to people in their first, second, and third degrees, and see their connection to any other user on the site. It was one of the first manifestations of a social networking websites in the format now seen today. Six Degrees was followed by more successful social networking sites based on the "Social-circles network model" such as Friendster, MySpace, LinkedIn, XING and Facebook.

Reaction:

People who confirmed a relationship with an existing user but did not go on to register with the site continued to receive occasional email updates and solicitations.

MacroView (later renamed to SixDegrees), the company that developed the site, was founded by CEO Andrew Weinreich and was based in New York City. At its height, SixDegrees had around 100 employees, and the site had around 1,000,000 fully-registered members. The site was bought by YouthStream Media Networks in 2000 for US$125 million. SixDegrees builds on the popularity of the "small world phenomenon" to create a charitable social network and inspire giving to charities online. Bacon started the network with celebrities who are highlighting their favorite charities.

Dogpile is ameta search engine, meaning that it gets results from multiple search engines and directories and then presents them combined to the user. Dogpile currently gets its results from Google, Yahoo, MSN Search, Ask , About, MIVA, LookSmart, and more.
According to Dogpile, their metasearch technology "can search 50% more of the Web than any single search engine", as evaulated by "Greg Notess, an independent search engine expert, verified our methodology and validated that our metasearch technology can retrieve 50% or more additional results." Dogpile is powered by InfoSpace.

Reaction:This search engine having web,videos,music,images,news,yellow pages,white pages. Dogpile Toolbar, Joke of the Day (it's a popup), SearchSpy, a way to view either family-friendly or unfiltered real-time Web searches, Maps, Weather, Horoscope. "MSN Search Engine"

MSN Search
is a crawler-based engine put together by Microsoft and incorporating proprietary Microsoft technology in its search services. There are three factors (probably many more, but these are the main ones) that MSN uses to put together its search index:
